Title, number of pages and language(s) of the notified document: Draft Decree of the Ministry of Interior on the National Fire Protection Regulation (194 pages, in Hungarian)
Description of content: Proposal for uniform legislative framework of fire protection requirements. Adjusted to the European fire protection requirements it contains no regulations included in any European standard localised in Hungary. The draft is structured in accordance with the following: Chapter I: General provisions, Chapter II: Interpretive provisions, Chapter III: Safety objectives and planning principles, Chapter IV: Classification according to fire hazard and fire risk categories, Chapter V: General structural requirements, Chapter VI: Protection against spread of fire, Chapter VII: Requirements of establishment subject to function, Chapter VIII: Evacuation, Chapter IX: Requirements to ensure intervention by fire fighting units, Chapter X: Protection against heat and smoke, Chapter XI: Split-open structures, Chapter XII: Fire protection of special structures, Chapter XIII: Electronic and lightning protection equipment, Chapter XIV: Common rules related to fixed fire alarm and fire fighting equipment, Chapter XV: Rules related to fixed fire alarm equipment, Chapter XVI: Rules related to fixed fire fighting equipment, Chapter XVII: Requirements of establishment related to the storage and measurement of combustible liquids and gases, Chapter XVIII: Rules of use, Chapter XIX: Rules of use for combustible liquids and gases, Chapter XX: Monitoring, maintenance and review, Chapter XXI: Fire protection technical compliance handbook, Chapter XXII: Closing provisions.
Objective and rationale, including the nature of urgent problems where applicable: The practical use of the fire protection norms requires continuous review and, if necessary, modification of the regulation specifying the fire protection requirements. The effective regulation has been amended on several occasions, making it impossible to appropriately follow the technical developments and the domestic adoption of the EU standards, while its structure and some of the requirements have become outdated. Instead of repeated amendments there is need for a regulation based on a completely new approach. The draft mainly focuses on the expected level of security and the actual characteristics without specifying the technical solution ensuring the required security level, its establishment or features. These must be defined by the designer, thus increasing the freedom of design.
